各市人力资源和社会保障局、教育局，省直有关部门，各省属高校：　　为进一步深化高校人事制度改革，合理配置高校人才资源，充分调动教学科研人员积极性，推动我省高等教育新一轮提升发展，现就进一步完善高校专业技术岗位结构比例调控工作通知如下：　　一、高校专业技术高级岗位结构比例控制标准由省人力社保厅会同省教育厅负责确定。专业技术中级、初级岗位由高校自主设置管理，因事设岗、按岗聘用。各高校岗位设置方案按隶属关系报人力社保部门核准。　　二、根据我省高等教育事业发展和人才队伍建设需要，各地可按博士点院校（正副高分别不高于19%、30%），硕士点院校（正副高分别不高于18%、30%），一般本科院校（正副高分别不高于16%、30%），重点暨优质建设高职院校、高等专科学校（正副高分别不高于14%、29%），一般高职院校（正副高分别不高于12%、29%）的专业技术高级岗位比例控制标准进行调控。　　三、各地应建立健全高校专业技术岗位结构比例动态调整机制。调整时，应综合考虑高校的功能规格、职责任务、事业发展和人员结构特点等因素，并与其内部岗位聘用、考核竞聘、绩效分配等人事管理制度有机衔接。对主体责任不到位、人事制度不健全、竞争择优机制未建立的高校，从严控制高级专业技术岗位比例。新增高级专业技术岗位应向教学、科研主系列岗位倾斜，其他辅助系列岗位比例应低于主系列高级比例。在国家“双一流”建设高校和省重点建设高校进行“放管服”改革试点，根据学科建设、专业特色和教学科研高层次人才配置情况，通过“一事一议”方式单独核定岗位结构比例。其他本科院校中的国家重点实验室等国家级科技创新平台、省一流建设学科可单列核定高级比例。　　四、各高校要按照深化职称制度改革推进评聘结合要求，确定年度评聘计划，细化评聘条件，严格评聘标准，控制评聘数量，规范评聘程序，确保评聘质量。要切实加强考核工作，建立健全竞争择优、能上能下用人机制。对现有人员已超过核准结构比例的高校，主要通过考核竞聘、交流轮岗、自然减员等办法，逐步达到规定的结构比例。高校引进顶尖人才和急需紧缺高层次人才，可申请设立特设岗位，不受岗位总量、结构比例和岗位等级限制，具体办法另行制定。　　五、各级人力社保、教育部门要根据各自工作职责，加强协调、沟通和配合。人力社保部门要履行好岗位设置综合管理部门的职责，加强政策调控和指导监管。教育部门要发挥业务主管部门作用，按照优化结构、合理配置的要求，以建立能上能下用人机制为重点，以岗位结构比例调控管理为手段，促进高校建立形成自我管理、自我约束、自我发展的运行机制。　　六、本通知自发布之日起施行。　　附件：浙江省高校专业技术高级岗位结构比例控制标准　　浙江省人力资源和社会保障厅浙江省教育厅　　2017年9月15日 <p style="margin-top: 0px;
